Senate Republicans Embrace Trump's Call to Replace Affordable Care Act

US senators are meeting during the weekend for the initial time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to end the impasse appeared to diminish as GOP senators proposed a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Growing Impact of Federal Closure

The effect on Americans from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went unpaid, carriers were compelled to ground planes and SNAP benefits have been delayed for 42 million Americans.

Trump's Proposal from Golf Course

As weekend meeting got under way, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator said.

Another senator commended Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Opposition senators expressed alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another senator responded to the criticism of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? Then I applaud your support for universal healthcare."

Ongoing Negotiations

The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an openness to an emerging proposal from a handful of moderate Democrats to terminate the closure in return for a future vote on the ACA subsidies.

One Democratic senator, who is leading the talks among centrists, said that Democrats "require another path forward" after Republicans turned down an offer to restart the government and continue the subsidies for a year.

Another senior Democratic lawmaker continued in maintaining that Republicans should accept a 12-month continuation of the payments before negotiating the future of the tax credits.

"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican lawmakers need the support of eight Democrats to restart the government, and the idea of repealing and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.

Some analysts indicated that the essence of such a proposal would eliminate the ACA's requirement that carriers cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a iteration of the plan that failed to secure enough support in 2017.
